They are seeking a Technical Lead (Cloud Application Architect) to provide technical direction and engineering support for projects and infrastructure, focusing on cloud application standards and ensuring compliance with security requirements. Responsibilities β€’ Providing technical leadership in identifying, designing, and implementing web and mobile application standards as well as investigation of technical alternatives β€’ Design, maintain and implement Azure resources, including virtual networks, storage solutions, compute instances, databases, and application services β€’ Assist business domain stakeholders with migration "lift and shift" cost-benefit analyses of on-premises vs. cloud-based solutions β€’ Create a secure and scalable mobile system architecture that integrates with existing systems and designated partner applications β€’ Ensure applications are FISMA compliant. Recommend and implement security features as necessary, to adhere to Federal, HHS, NIH, and NIAID security requirements β€’ Evaluate and employ software tools that will allow the development and deployment of mobile software using a β€˜write-once, run-anywhere' model β€’ Provide advisory and technical support for cloud-related application and infrastructure modernization efforts β€’ Architect and troubleshoot high availability and resilient solutions using methods, including clustering and failover β€’ Collaborate with business stakeholders and development teams to create solutions to take advantage of cloud services and capabilities. (e.g. auto-scaling, serverless architectures, micro-services, containerization, etc.) β€’ Conducting proof-of-concept and pilot projects to evaluate cloud migration and modernization approaches β€’ Assisting SEB in conducting market research on cloud platforms and tools β€’ Collaborate with business stakeholders and cross-functional teams to ensure project alignment with business objectives β€’ Prepare and present HHS Enterprise Performance Life Cycle (EPLC) stage gate deliverables and presentations to review boards β€’ Conduct and/or participate in formal and informal reviews throughout the EPLC life cycle β€’ Enable Continuous Integration/ Continuous Delivery (CI/CD) pipelines for web and mobile applications β€’ Ensure compliance with quality assurance standards, guidelines, and procedures Skills β€’ Minimum 10 + years of hands-on software development experience designing and developing enterprise applications using Microsoft Tech Stack β€’ 5+ Years of experience leading technical teams in Agile environments β€’ 3+ years of hands-on experience building large scalable web and mobile based applications using React β€’ Experience with utilizing NET Platform (.NET 8) with JavaScript, React and Vue for the front end and Microsoft SQL Server databases for data storage β€’ Experience installing, configuring, and integrating custom solutions, COTS, GOTS, and FOSS into a larger collection of services and systems β€’ PMP (Project Management Professional) Certification β€’ Travel within the Washington DC Metro Area, and CONUS as needed β€’ Experience working with microservices and containerization, including orchestration, cluster management, and container storage, including Docker, Kubernetes, or Rancher β€’ Ability to lead, mentor, and guide engineering teams to ensure adherence to best practices β€’ Relevant Certifications (e.g. AWS, Azure, Agile SAFe, DevOps, DevSecOps, CI/CD, CMMI, etc.) β€’ Experience with development automation, including GitOps, GitLab, or GitHub β€’ Familiar with HHS Enterprise Life Cycle (ELPC) methodology Company Overview β€’ ECS is a fast-growing 4,000-person, $1.2B provider of advanced technology solutions for federal civilian, defense, intelligence, and commercial customers.
