OVERVIEW OF POSITION / DEPARTMENT The Development Services Department is comprised of the Building Division, Development Review Division, Office of Development Assistance (ODA), and the Office of Process Improvement. The Development Review Division consolidates engineering and Real Property development review, including site plans, civil plans, tra๏ฌƒc engineering, and Land Development (Plat, easements, licenses) reviews with a focus on customer service and achieving or exceeding performance metrics. The cityโ€™s overall development process, spanning several city departments, is managed by the O๏ฌƒce of Development Assistance. ODAโ€™s project managers are the liaisons between our development partners,s including initial department introduction meetings, development applications and planning approval, civil construction document review and approval, and building construction document review and approval and permitting. Departments that are integral to the development review process include ODA, Planning and Economic Development, Aurora Water, Parks, Recreation and Open Space, and both the Development Review Division and Building Division. The Development Review team is responsible for the review of private and public development and capital projects. This team is instrumental in reviewing master plans, public improvement plans, and complex site and civil plans to ensure consistency with the Cityโ€™s codes and standards. Our Civil Engineers are responsible for reviewing simple to moderately complex engineering documents under the supervision and direction of the Senior Engineers and Civil Engineering Supervisor, and in coordination with the Plans Review Manager and City Engineer. These individuals have a technical expertise in some or all of the following areas: land development, master plans, site plans, and roadway design for a wide array of project types. Projects include a wide array of types from smaller residential communities to large-scale master planned residential, commercial, and industrial sites. PRIMARY DUTIES & RESPONSIBILITIES ยท Reviews simple to moderately complex planning and engineering documents (master plans, public improvement plans, site and/or civil plans, reports) for conformance to City standards and code ยท Reviews developments, site plans, and civil plans for conformance to annexation agreements, intergovernmental agreements, master plans, public improvements plans, City Code, manuals, standards, and roadway & urban drainage requirements ยท Prepares and participates in pre-application meetings facilitated by the Office of Development Assistance, and writes or reviews comprehensive engineering notes for site specific standard for developers and their engineering teams ยท Coordinates drainage review items with Aurora Water ยท Ensures compliance with design standards, City policies and procedures, and governmental regulations ยท Facilitate communication and collaboration with others to solve problems ยท May support Senior Engineers in the design of interdepartmental engineering projects ยท Weekly attends department meetings and ad-hoc project-specific meetings to develop solutions to project issues either under the direction of or with the support of senior-level staff ยท May respond to citizen concerns and inquiries under the direction of Senior Engineers or Supervisors ยท Performs other related duties as assigned MINIMUM QUALIFICATIONS & WORKING CONDITIONS An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: ยท Bachelorโ€™s Degree in civil engineering, or related field Experience: ยท Two (2) years of professional engineering work for Civil Engineer II ยท Experience in municipal engineering, development, or roadway design preferred An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Knowledge: ยท Knowledge of current engineering principles and practices applicable to municipal and development engineering projects, including local, state, and federal laws and regulations related to assigned function. ยท Thorough knowledge of trail system, ADA ramps, roadway design, and construction specifications Skills: ยท Strong interpersonal, analytical, and organizational skills ยท Strong customer service skills ยท Skill in the use of engineering instruments and equipment, including a personal computer and related software Abilities: ยท Establish and maintain effective working relationships with employees, all levels of management, including executive staff, citizens, and elected officials ยท Handle sensitive situations with tact and diplomacy ยท Present ideas clearly and concisely in oral and written form to leadership and management ยท Communicate effectively both orally and in writing with the public, commissions, City Council, other jurisdictions and agencies, and city staff regarding development projects and issues ยท Interpret codes and criteria ยท Ability to review development plans and reports, ยท Ability to extract relevant information, make decisions, or provide recommendations for complex technical and procedural issues ยท Creatively solve problems, negotiate, and handle stressful situations in a positive and productive manner ยท Able to manage multiple projects, objectives, and competing priorities Licenses and Certifications Required: ยท Colorado Driver's License with a good driving record ยท Registration as an Engineer In Training (EIT) preferred WORKING CONDITIONS Essential Personnel: ยท When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
