- Serve as a primary point of contact for assigned external government clients
- Facilitate requirement-gathering sessions with client stakeholders
- Translate contractual, regulatory, and operational needs into actionable system requirements
- Communicate delivery status, scope changes, and tradeoffs clearly and professionally
- Balance client expectations with technical feasibility and team capacity
- Serve as the requirements owner for a dedicated Scrum team
- Prioritize backlog items in alignment with stakeholder needs and funding commitments
- Participate actively in sprint planning, refinement, reviews, and retrospectives
- Ensure completed work meets business intent and acceptance criteria
- Review, analyze, and evaluate business needs to define scope and objectives
- Produce detailed workflows and specifications
- Maintain organized documentation in Agile tooling environments (e.g., Jira, Confluence)
- Support QA and user acceptance testing
- Identify process improvements that enhance clarity and delivery predictability
- Contribute to reporting and data-informed decision-making
- Proactively identify risks, ambiguities, and dependency conflicts
- Requirements:
- 4–7 years of experience in business analysis, systems analysis, or technical product management
- Experience working on moderately complex software initiatives
- Strong requirements documentation and backlog management skills
- Experience working in Agile/Scrum environments
- Experience interacting directly with external clients or stakeholders
- Strong written and verbal communication skills, including executive-level communication
- Ability to manage competing priorities across internal teams and external clients
- Bachelor’s degree or equivalent experience
- Experience formally serving as a Product Owner or Scrum Master in an agile environment (Nice to Have)
- Professional certification in Agile or Scrum (Nice to Have)
- Experience in government (B2G) or public-sector technology projects (Nice to Have)
- Exposure to LMS, EdTech, workforce registry, or compliance-driven systems (Nice to Have)
- Familiarity with SaaS or cloud-based platforms (Nice to Have)
- SQL or reporting familiarity (Nice to Have)
- Experience collaborating with offshore engineering teams (Nice to Have)
