Note: The job is a remote job and is open to candidates in USA. 17A is a management consulting firm focused on improving the quality of government and social services. They are seeking a Consultant for Public Health Strategy to lead initiatives in program integrity and operational effectiveness for a large-scale Medicaid provider program, aiming to build internal capabilities and enhance service delivery.
- Responsibilities
- Lead and project-manage 5-10 core integrity initiatives spanning compliance, quality assurance, documentation standards, and risk mitigation
- Work closely with senior leadership and functional owners to scope, sequence, and execute initiatives with clear milestones and measurable outcomes
- Build internal capabilities so that program integrity functions can be owned and sustained by the organization after the engagement concludes
- Develop frameworks, tools, and standard operating procedures that embed accountability and rigor into day-to-day program operations
- Assess and improve core operational workflows, documentation practices, and cross-functional coordination mechanisms
- Support the organization in adopting stronger ways of working β including meeting cadences, decision-making processes, project tracking, and knowledge management
- Partner with managers and frontline leaders to identify friction points and co-design practical solutions suited to a home health care environment
- Deliver targeted capability-building (e.g., workshops, playbooks, coaching) so teams can sustain improvements independently
- Serve in an advisory and chief-of-staff capacity alongside senior leadership
- Provide ad hoc problem solving, analysis, and research as priorities evolve
- Communicate progress and recommendations clearly to executive and operational audiences
- Operate as collaborative, low-ego team members fully embedded in the organizationβs culture and mission
- Skills
- 2-4 years of experience in management consulting, public sector strategy, or a related analytical role
- Energized by the mission β genuinely care about Medicaid, home-based care, or the people these programs serve
- Comfortable operating in ambiguous environments and building structure where there isn't any yet
- Strong project management instincts and can keep multiple workstreams moving simultaneously
- Can communicate clearly with both frontline staff and senior executives
- Ready to be embedded β not just advisory β and want to see the impact of your work directly
- Familiarity with home- and community-based services, Medicaid, or dual-eligible programs
- Experience with program integrity, compliance, or quality improvement in a healthcare or social services setting
- Prior exposure to organizational design or operational process redesign
