The PK-12 Instruction Section in the Bureau of Teaching and Learning is seeking applicants for an Early Learning Multi-Level Systems of Supports Education Consultant position. This position works closely with DPI colleagues, other state agencies, Wisconsin’s Indigenous Nations, school district leaders, and community partners to support early learning initiatives for children ages 3-8. Position Summary
This position, located in the Bureau of Teaching and Learning, PK-12 Instruction Section, provides pre-kindergarten to third grade state-level leadership to school districts for early learning competencies, standards, evidence-based and developmentally appropriate instruction, and assessment within a school district’s multi-level systems of supports.
The responsibilities of this position are to provide state-level leadership in initiatives supporting students from pre-kindergarten to third grade, ages three through eight through collaboration across early learning multi-level systems of support. This leadership involves improving meaningful engagement and partnerships with families, collaborating with DPI content consultants to integrate and promote early learning initiatives, and providing technical assistance to Indigenous Nations in Wisconsin, statewide early learning initiatives, early learning engagement groups, and school district leadership. This position also focuses on supporting underserved student groups (e.g., students with socio-economic challenges, students with disabilities, students of color, and students with language learning needs). Lastly, this position is responsible for statewide early learning contracts and grant programs as well as early learning data collections and reporting.
These responsibilities are accomplished by working as a collaborative member of the Bureau of Teaching and Learning, the DPI, and with individuals representing the Department of Children and Families and Department of Health Services, institutions of higher education, school districts, CESAs, and organizations representing the early learning education profession.

Salary Information
This position is in the Education Consultant classification. Depending on qualifications, the salary will be between $35.00-$48.50 per hour (approximately $72,800 - $100,880 per year). For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire. This position is in pay schedule 13, range 02. A one-year probationary period will be required.
This position offers excellent benefits. The State of Wisconsin is a qualifying employer for the federal Public Service Loan Forgiveness Program.
Job Details
Remote Work: This position allows for up to 100% remote work within the State of Wisconsin, with the expectation that the employee maintains secure, high-speed internet access. Remote work from neighboring states may be approved only in very rare and limited circumstances. Please note that remote work arrangements may be rescinded at any time based on business needs, and employees may occasionally be required to report to a Wisconsin work location on short notice. Full-time work hours will take place between the hours of 6am-6pm Monday-Friday (8 hours/day).
Travel: This position includes occasional in-state travel (i.e., about once per month) and infrequent out-of-state travel (i.e., about once per year).
Headquarters: The position is headquartered at 201 W. Washington Ave. in Madison, WI, and employees are required to report there on their first day of employment. In addition, the employee may need to report to their headquarter location as operational needs require. Reimbursement for traveling to or from the employee’s headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.).
Pre-hire requirements: A criminal background check will be conducted prior to an offer of hire. A TB screen will be required prior to start.
Legal authorization: Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., without DPI sponsorship). The Department of Public Instruction does not sponsor visas, either at time of hire or at any later time.
Qualifications
Please address the following in your resume and/or letter of qualifications.
- A minimally qualified applicant must have experience with all the below:
- Designing developmentally appropriate practices and evidence-based instructional strategies for early learning (i.e., children between the ages of three to eight years old);
- Serving in a local, regional, or statewide early learning leadership position (e.g., school leadership as a peer mentor, department chair, Head Start director, principal, preschool director, leadership position in an engagement or professional group, etc.);
- Building relationships and working with external partners in the early learning field (e.g., educators, administrators, engagement groups, marginalized communities, other organizations, etc.);
- Managing an early learning project in collaboration with multiple partners.
Please note that a college degree is not required for this position.
- Well-qualified applicants will also have experience:
- Utilizing multiple data sources (e.g., assessment data, surveys, collaborative inquiry, stakeholder input, etc.) for data-based prioritization/decision-making;
- Summarizing and synthesizing existing research on evidence-based high leverage early learning practices on how to support learners ages three through eight;
- Providing leadership, consultation, or technical assistance on multiple early learning topics, such as:
- Screening and assessment practices
- Service delivery models (e.g., 4KCA, inclusive practices, other community partnerships)
- Teacher licensing or higher education teacher preparation programs
- Services for children with disabilities and special needs or child find
- Multi-Level Systems of Supports
- English Learners
- Wisconsin’s Statewide Birth to Five Plan
- Wisconsin’s academic state standards
- Policy/initiative development
- Contract or grant administration.
