- -- Project Description --- New York State Early Intervention Program (EIP).NYSDOH needs temporary contractual services to support the vendorhosted data system for the New York Early Intervention Program (EIP).This application is used to address the Early Intervention Program's(EIP's) functions of child referral and intake, case management,developmental evaluations, service planning, service delivery, serviceproviders' claiming, provider application and approval, reporting,auditing, and compliance with federal and State requirements. Theindividual in this position will primarily be responsible for overseeing thetesting of the Program's data system and will act as a liaison betweenProgram staff and the third-party vendor.
- -- Day-to-Day Tasks --- 1. This position will work closely with the Program staff, Project Manager,and Third-party vendor managers, along with the technical team(Business Analyst, Tester) helping to ensure that system assignmentsare moving forward and projects are delivered on time.2. Tasks caninclude those relating to testing system updates and software releases,developing/updating all documents related to NYS data systems,supporting User Acceptance Testing, and directing subordinate staff.3. Administrative Tasks: Attend and participate in meetings, prepare aweekly report, complete NYS LATS timecard daily.4. Work closely withProject Manager and DOH Manager on active/pending projects,primarily the system updates, including software releases.5. Test datascripts and assist the program area with performing User AcceptanceTesting of the vendor supplied solution.
- Software ManagerOversees and coordinates the people, resources and processes required to deliver new software or to upgrade existing products. May take a hands-on role in software development. Expert 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
- 84 Months experience with directly managing software applications, establishing/maintaining resource schedules, and status reporting.
- 84 Months experience with facilitating communication during the entire Software Development Life Cycle including meetings between vendors and staff.
- 60 Months experience with planning and managing web-based, service-oriented architecture applications and infrastructure upgrade projects.
- 24 months experience managing an insurance claiming or case management application.
- Candidate has a bachelor's degree in Information Technology related field or business administration
- 60 Months experience providing task estimates to the Project Manager.
- 60 Months experience establishing priorities using information from the Project and Program managers.
- 60 Months experience with managing the evolution and maintenance of three-tier architecture applications.
- 36 Months experience with planning and implementing automated, data exchange between internal and external systems.
- 36 Months experience as a systems analyst, software engineer, and/or developer.
- Candidate has a certification in one of the following areas: Project Management, Business Analysis, or Quality Assurance
