Job Description

Alameda County Water District is currently seeking an Accountant I/II to support the organization’s financial integrity and operations. This role involves performing a wide range of professional accounting functions, including cash management, financial reporting, and payroll administration, while contributing to process improvements and collaborating across multiple areas of accounting. Responsibilities Provides cash and investment management support by recording and scheduling cash flows, and arranging for investment of available cash within parameters of the District’s adopted investment policies; communicates with banking and investment representatives and reconciles and reports on cash and investment activity Prepares schedules and worksheets related to leases, fixed asset accounting, insurance premium payments, and other reports as needed Prepares journal entries and posts to the general ledger; reconciles general ledger accounts and prepares related reports; accounts for fixed assets and prepares related depreciation schedules; reviews account balances for accuracy and makes adjusting journal entries as needed; prepares financial statements in accordance with GASB Inputs and retrieves financial information from a computerized accounting system; analyzes data and prepares various schedules, reports, and graphs using spreadsheet programs for presentation to management and other end users Participates in the month end, fiscal year end, and calendar year end activities, such as: assists in the preparation of financial statements in accordance with GASB, prepares footnotes related to functional area, and prepares other financial reports with accuracy to meet all established deadlines Performs payroll administration activities such as: reviews and processes bi-weekly payroll, prepares and reconciles periodic tax reports, updates and maintains employee pay and benefits records, researches taxability issues using appropriate sources, prepares retirement system reports, computes amounts payable to insurance providers, and answers employee and supervisor payroll related questions Knows the current tax laws in regards to payroll, accounts payable, and accounts receivable and ensures that taxes are paid by due dates and other required reporting is compliant with deadlines; prepares 1099’s and W2’s with accuracy and meets all deadlines Suggests business process and procedure changes to ensure efficiency and prevent redundancy Keeps current with GASB rules and current accounting principles and practices Assists external auditors in their review and analyses of District financial records by providing requested information and explaining financial procedures and practices May provide technical or functional guidance within area of assignment to accounting support personnel Performs other related work as required Skills Possession of a Baccalaureate degree from an accredited college or university with a major in accounting, finance, business administration, or a related field Accountant I: No work experience is required.

Some experience in financial record keeping or professional accounting tasks is desirable Accountant II: Two (2) years of full-time experience equivalent to that of an Accountant I within the district Have strong background in the payroll process, including ensuring timely and accurate posting and maintenance of payroll related data; reviewing source documents for validity and accuracy of payroll changes; submitting payroll tax deposits and pensionable wages to the state pension system; and preparing external payroll reports and tax returns (e.g.

quarterly payroll tax returns, Form W-2s, State Controller's compensation report, etc.) Have experience ensuring ongoing federal and state regulatory compliance along with agency policies, procedures, various bargaining units' Memorandum of Understandings and implementation of technical tax law and accounting principles and procedures Possess excellent written and verbal communication skills to provide technical information and instruction to District employees regarding procedures and methods involved in entering payroll data into the system; and interpret and explain rules and regulations involving payroll Strong understanding of general ledger accounting to prepare journal entries for payroll adjustments and year-end accrual entries Strong analytical and problem-solving skills, with the ability to perform reconciliations, research discrepancies and identify solutions Ability to produce schedules for the annual audit and disclosures for the annual comprehensive financial report Demonstrate understanding of or willingness to learn other accounting processes, such as cash management and capital assets, to provide staff coverage for backup purposes Be a collaborative team player who can also work independently with minimal direction Strong organizational skills, attention to detail, and the ability to manage multiple assignments and deadlines Demonstrates ability to use computerized financial management software applications and complex spreadsheets Benefits Health Insurance : Coverage is provided through the CalPERS Health program.

Under the Cafeteria Plan, employees will receive a flex dollar allowance to purchase healthcare coverage, and qualifying voluntary products. Dental and Vision : Coverage for the employee and eligible dependents is fully paid by the District. Retirement : California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law. Social Security/Medicare :

The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.

Retiree Health Benefits : Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Life Insurance :

The District provides you with Basic Life Insurance and Basic AD&D Insurance of one and one half times your annual salary to a maximum of $250,000. There is no bolthires to employee for this insurance. Long Term Disability :

The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit of $15,000.

Short Term Disability : Coverage is provided through the District for employees working more than 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $2,350. Deferred

Compensation :

The District has two (2) Deferred

Compensation Plans in which employees may participate: a. 457 Plan - Allows employees to specify a dollar amount to contribute toward retirement, up to an annual maximum. Employees may begin or stop making contributions to this plan at any time.

b. 401(a) Plan - Provides a one (1) time, irrevocable opportunity for employees to contribute a percentage (1% - 20%) of their salary toward retirement, up to an annual maximum. Vacation : 10 days first year, increasing to 25 days after 20 years. Holidays : 12 days per year. Sick Leave : 12 days per year Management Leave : 80 hours to 96 hours of Management Leave per calendar year (depending on classification). Employee Assistance Program : Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.

Tuition Reimbursement :

The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
