    Description of Work

The allotments system at NC DPI is responsible for the distribution of approximately $13 billion in state and federal funding to public school units (PSUs) throughout the state. The distribution of these funds is governed by over 70 formulas of varying complexity. Current work is done in Microsoft Excel. It is crucial for accuracy and efficiency that these calculations be moved to a more modern, automated platform. This position will help the operational output of the allotments team on a day-to-day basis while also working with DPI's IT department to modernize the allotment process and system.

Job Responsibilities:

Developing dashboards and reports for school business services, the department more generally, and the public schools in Tableau.

Maintain data and analytic models and perform analysis of data sets.

Provide development expertise related to data visualization and transitioning from a legacy mainframe and Access based systems and data analytics to a new data environment.

Ensure customer satisfaction and establish and manage a clear communication strategy with all business units.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $81,504.00 - $93,000.00

Management Preferences:

Experience in analyzing data and using tools such as SQL, R, Python, Power BI, Power Query, MS Access, Excel, and/or Tableau.

Supplemental Information:

The Office of School Business of the Department of Public Instruction has four sections: Reporting and Analysis (12 staff), Monitoring and Compliance (11 staff), School Allotments (5 staff), and Program Support/Special Projects (8 staff). Overall, this area services the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor's Office, the General Assembly, and the taxpayers of North Carolina. It has the oversight of over $10.5 billion in State dollars, $3 billion of federal funds, $2.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc. This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds and Student accounting.

Minimum Education and Experience

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
