About the position The New York City Department of Health and Mental Hygiene is seeking permanent accountants to manage financial operations within the division. The role involves preparing, developing, and managing annual and multi-year budgets, analyzing budget proposals, and ensuring compliance with regulations. Accountants will act as liaisons with fiscal offices, assist in the fiscal development of grant proposals, and manage financial reporting for assigned agency grants. The position requires analyzing grant spending and making recommendations to management, as well as assisting with special projects related to budget and fiscal monitoring. Responsibilities • Prepare, develop, and manage annual and multi-year budgets for the division. • Analyze budget proposals and financial data to ensure accuracy, completeness, and compliance with regulations. • Monitor expenditures to ensure adherence to approved budgets. • Act as liaison with Fiscal and ACCO's office to expedite approvals of MOUs and FMS contracts, pursuant to PPB guidelines. • Assist agency programs with the fiscal development of grant proposals. • Submit and manage proposals to grantors and coordinate any requested changes or special condition requirements. • Total financial management of assigned agency grants, including financial reporting requirements, preparation, analysis and monitoring of grant related encumbrances and expenditures. • Manage budget transactions such as budget modifications, journal entries, and grant-close outs. • Analyze grant spending and make recommendations to management. • Assist with special projects of senior management or oversight agencies for budget/fiscal monitoring, program operations review, and accountable decision-making. Requirements • Bachelor's degree in Finance, Accounting, Economics, Public Administration, or a related field. • At least 2 years of experience in budgeting, financial analysis, or a related role. • Government experience strongly preferred. • Strong proficiency in financial management systems and Excel. • Knowledge of relevant budgeting principles, policies, and government regulations. • Excellent communication, analytical, and problem-solving skills. • Ability to work under pressure and manage multiple priorities simultaneously. • Strong attention to detail and accuracy in financial data.
