DATCP currently has an opening for a Budget and Policy Analyst Div-Adv position within the Division of Food and Recreational Safety.
This position is located at the Prairie Oaks State Office Building situated on Madison’s southeast side and a beautifully wooded and scenic hilltop venue. Our employees enjoy low-cost parking at the facility and are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.
Remote Work Option: This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee’s remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

Position Summary
This position performs division-wide professional and confidential work providing operating budget, grant management, fiscal and administrative assistance to the Administrator and division personnel. The Division of Food and Recreational Safety is DATCP’s largest division, with budget funding originating from multiple program revenue sources including program revenue (PRO), general purpose revenue (GPR), and federal funds (FED) provided by grants from the United States Department of Agriculture (USDA), and grants / cooperative agreements from the United States Food and Drug Administration (FDA). The Division enforces more than 20 different chapters of Wisconsin Administrative Code as well as pertinent USDA and FDA regulations. The position is responsible for monitoring and managing the Division's program operating budgets which exceed $26 million for a staff of 225+ FTE. Tasks performed by this position can be complex, and require a broad range of knowledge, because of the wide range of programs, funding sources, contractual requirements, and deliverables involved. The division receives funding from program revenue, general purpose revenue, federal grants and cooperative agreements from multiple agencies.

Salary Information
The classification of this position is Budget and Policy Analyst Div-Adv, which is in schedule-range 81-03 with a starting pay of $35.00 per hour up to $45.67 based on qualifications.
This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities, unique to each Bureau.
These OJT opportunities include direct experience and practice through collaboration with co-workers/supervisor, and job shadowing.
Conditions of Employment:
DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.
A criminal background check will be performed on the selected applicant prior to an offer of employment.
Occasional travel may be required to participate in meetings, training or other assignments.
Possession of a valid driver's license or the ability to provide one’s own transportation for work purposes, is required.
Qualifications
- Minimally qualified candidates will have each of the following:
- Experience managing budgets, performing tasks including budget development and oversight, revenue and expense projections
- Experience providing fiscal oversight and/or administration to support business operations and program staff (expenditure and contract monitoring, overview of grants, auditing principles, reconciliation, purchasing, etc.)
- Experience working with Microsoft Office products (Word, Excel or similar) to create spreadsheets, enter account information in databases, prepare monthly statements and reports, etc.
- In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:
- Experience with Oracle PeopleSoft (STAR) program or equivalent financial systems (Reporting Tools, Procurement, Accounts Payable/Receivable, Travel & Expenses, Queries, etc.)
- Experience with public sector budgeting and operations, including the state biennial budget process
- Experience managing, reviewing, analyzing, coordinating, and/or reporting on federal grants, contracts, or cooperative agreements
- Experience presenting information to management teams, company leaders, external stakeholders, etc.
