Job Description
We are seeking a seasoned cybersecurity executive to help shape and strengthen a national-level cybersecurity strategy and operating model during a pivotal stage of digital transformation.
This is not a routine corporate CISO role. We are looking for a leader who can operate at the intersection of cybersecurity, governance, public policy, national resilience, and implementation. The right candidate will be comfortable advising senior stakeholders, assessing systemic cyber risk, building practical governance structures, and translating policy into enforceable action.
The environment involves digital public infrastructure, identity systems, registries, citizen data, connectivity, financial transaction ecosystems, and critical infrastructure. Success in this role will require strategic judgment, executive presence, technical credibility, and the ability to drive alignment across complex stakeholder environments.
What You Will Do:
- Assess the current cybersecurity landscape, including governance, risk exposure, operational maturity, and institutional coordination
- Advise senior leadership on national cybersecurity priorities, governance, and accountability structures
- Translate cybersecurity law, policy, and regulatory intent into practical operating frameworks, implementation priorities, and measurable actions
- Develop a clear cybersecurity roadmap covering governance, resilience, incident readiness, visibility, and control improvement
- Recommend priority interventions across areas such as:
identity and access management
zero trust and least-privilege access
monitoring and visibility across ministries and agencies
incident response readiness
backup, recovery, and resilience
vendor and third-party risk management
cybersecurity standards and compliance
awareness
- Support framework creation first, then help shape implementation sequencing and solution strategy
- Advise on protection of critical infrastructure and high-value digital public systems
- Facilitate coordination across public-sector stakeholders, including executive leadership, technical teams, regulators, enforcement bodies, and other key institutions
- Strengthen local capability through coaching, advisory support, and knowledge transfer
What We’re Looking For:
- 15+ years of progressive cybersecurity experience, with significant time in executive leadership roles
- Prior experience as a CISO, Deputy CISO, National Cybersecurity Advisor, Head of Cybersecurity, or equivalent senior leadership role
- Demonstrated success building or transforming cybersecurity programs in government, public sector, critical infrastructure, or highly regulated environments
- Experience moving organizations from low or fragmented cyber maturity toward clearer governance and operational discipline
- Strong understanding of cybersecurity governance, risk, compliance, resilience, and incident management
- Experience translating policy, regulatory, or legal requirements into operational security programs
- Ability to engage credibly with ministers, senior government officials, executive leadership, boards, regulators, and technical teams
- Strong written communication skills, including the ability to produce high-quality strategy papers, recommendations, and executive briefings
- Diplomatic, practical, and able to navigate complexity without losing momentum
- Comfortable working in evolving environments where alignment and influence are as important as technical depth
Highly Preferred:
- Experience advising governments or public institutions on national cyber strategy
- Experience in emerging digital economies
- Familiarity with digital public infrastructure, national identity systems, registries, and public-sector data protection
- Experience with critical infrastructure security, including utilities, telecom, transport, or public-service platforms
- Knowledge of frameworks such as NIST CSF, ISO 27001, zero trust principles, and incident response best practices
- Experience working across multi-stakeholder environments involving government, regulators, law enforcement, national security, and international partners
