Jobs Login Back to all jobs Environmental Engineer (SME III) Houston, TX, USA 90,000-115,000 Full Time Email Me Similar Jobs Email Me This Job Company: Heartland Consulting Location: Remote / Travel up to 50% (focus on Tribal lands, including Alaska and remote Indian Country) Job Type: Full-time SOC Code: 17-2081 (Environmental Engineers) Position Summary As a Subject Matter Expert III at Heartland Consulting, the Environmental Engineer provides high-level expertise and thought leadership for emergency permitting projects involving energy resources and critical minerals on Tribal lands. This role aligns with Executive Order 14154 and Secretarial Order 3417, delivering expert advice, complex evaluations, and strategic recommendations to meet customer specifications. The position facilitates expedited environmental reviews, reducing NEPA timelines from one year to as little as 14 days for assessments, while enhancing BIA efficiency, policy compliance, and coordination with Tribes and Federal agencies. Key Responsibilities Provide expert advice and conduct complex evaluations of environmental analyses and documentation for projects involving crude oil, natural gas, uranium, coal, biofuels, geothermal, and critical minerals, with emphasis on leasing, production, transportation, and refining. Strategically plan and recommend approaches for alternative NEPA processes, including compressed reviews for Environmental Assessments (EAs) and Environmental Impact Statements (EISs), to address national energy emergencies while aligning with strategic goals. Collaborate with BIA Central Office and Regional staff on data collection, impact assessments, mitigation strategies, budgeting documentation, resource assessments, and financial reporting under key statutes such as the Clean Air Act (CAA), Clean Water Act (CWA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Conduct site visits in remote Indian Country locations (including Alaska), managing logistics, safety protocols (e.g., wildlife hazards, extreme weather), and Tribal consultations; ensure BIA representatives are included and deliver evidence/data-based decision recommendations. Develop high-quality reports, budgets, project schedules, outreach materials, and tracking updates using Microsoft Word and secure shared sites; maintain 98% accuracy, ensure Section 508 accessibility, and reflect in-depth expert knowledge. Resolve complex problems through in-depth evaluations of procedures, processes, techniques, and systems related to environmental management; recommend solutions and report outcomes to leadership. Required Qualifications Bachelor's degree in Environmental Engineering, Geology, or a closely related field (Master's degree preferred). At least 6 years of industry experience in environmental engineering for energy projects, including NEPA compliance and critical minerals development. Professional Engineer (PE) license or equivalent certification. Demonstrated knowledge of Federal statutes (e.g., NEPA, FRA 2023, OPA) and proven experience with Tribal engagement. Ability to travel up to 50% and maintain a valid driver's license; must pass a background investigation.
