Role Description

    The Oregon Department of Human Services is seeking a skilled and collaborative Emergency Planner to help strengthen the state’s ability to respond to and recover from complex natural, technological, and human-caused disasters. Reporting to the Preparedness Section Chief, this position plays a pivotal role in ensuring that ODHS and its partners across the emergency management landscape are ready to meet the needs of Oregon’s communities during times of crisis.
  • Support the development, review and updating of statewide emergency response, recovery, preparedness and mitigation plans and policies with an emphasis on those that directly address or otherwise support mass care, emergency assistance, temporary housing and other Emergency Support Function 6 activities.
  • Develop, review, and update statewide and agency emergency preparedness, response, recovery, and mitigation plans, with emphasis on mass care and continuity of operations.
  • Coordinate planning efforts with state, local, federal, and non-governmental partners to ensure integrated, multi-agency mass care capabilities.
  • Build and maintain relationships with public agencies, private sector partners, and community organizations to secure resources and strengthen emergency response networks.
  • Ensure plans comply with state and federal laws, regulations, and guidelines; monitor changes and update plans accordingly.
  • Conduct risk assessments and hazard analyses to inform planning and preparedness strategies.
  • Lead development and delivery of mass care training programs and credentialing systems for staff, volunteers, and partners.
  • Design and execute Homeland Security Exercise & Evaluation Program (HSEEP)-compliant drills and exercises to test and improve mass care plans.
  • Facilitate stakeholder meetings, trainings, and outreach, prioritizing engagement with underserved and vulnerable populations.
  • Support public information efforts by creating and distributing preparedness materials.
  • Serve in incident response roles as needed, including planning, liaison, or deployment assignments within Oregon or through mutual aid agreements.
    Qualifications
  • Seven years of professional-level evaluative, analytical, and planning work experience related to Emergency Management and Preparedness, and/or Public Health Emergency Preparedness and/or Mass Care Planning.
  • Education in Business, Public Administration, Emergency Management, Behavioral Sciences, Political Science, Communication, Education or a similar related degree will substitute for experience based on the following:
  • Bachelor's degree in any of the listed areas substitutes for three (4) years of experience.
  • Master's degree in any of the listed areas substitutes for four (3) years of experience.
  • Doctorate degree in any of the listed areas substitutes for five (2) years of experience.
  • A valid driver’s license and acceptable driving record are required for this position.
    Requirements
  • Knowledge in Emergency Management Principles: Understanding of the phases of emergency management (prevention, protection, mitigation, response, recovery), relevant regulatory frameworks, doctrine and existing state and federal plans.
  • Interpersonal Skills: Building positive relationships and fostering collaboration between government agencies, NGOs, and the private sector.
  • Strategic Thinking & Foresight: Proactively identifying future risks and building long-term organizational resilience.
  • Leadership Skills: Directing and coordinating activities during an emergency, and during normal working conditions.
  • Analysis and Prioritization: Evaluating information accurately to determine the appropriate course of action.
  • Decision Making and Composure: The ability to make sound judgments while maintaining calm and responding effectively to rapidly changing, unexpected, and stressful situations.
  • Verbal and Written Communication: Ability to clearly and concisely convey information to a wide range of audiences, including emergency responders, the public, and other stakeholders.
  • Systems Proficiency: Proficiency in the use of a range of modern crisis management, data management, knowledge management and case management systems.
  • Cultural & Environmental Awareness: Understanding the social, racial, and ethnic composition of the community to ensure inclusive planning.
