Description of Work *This is an INTERNAL POSTING open ONLY for current North Carolina State Government employees and for eligible RIF candidates from NC State Government.* In collaboration with HR leadership and the HR Strategy Manager, this position evaluates and analyzes the effectiveness and efficiency of HR programs and services. Duties include generating and customizing reports, analyzing data and information including standard operating procedures, providing advice and making recommendations on complex issues with the goal of ensuring consistent application and adherence of laws, policies and practices. This position takes an active role in HR projects that may have an agency wide impact and assists with the onboarding and/or training of HR staff. Other Key Responsibilities: Independently analyze HR programs and processes. Conducts audits of processes and procedures of HR programs and services. Analyzes data and information, and makes recommendations on the appropriate application of laws, policies and practices. Develop process workflows and standard operating procedures and/or revising existing SOPs. Monitor audit points to ensure data is accurate and reportable. Analyze metrics to deliver dashboards on performance. Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
