PacArctic, LLC a Koniag Government Services company , is seeking an Organization Transformation and Change SME (Part-time) to support PAC and our government customer. The position is remote.

The Organization Transformation and Change (OT&C) SME is responsible for advising, collaborating clients and teams on effective and efficient adoption of enterprise‑wide organization design and transformation projects. This role supports Federal organizations and requires deep previous experience creating repeatable and customizable end‑to‑end change activities—including but not limited to planning, scheduling, stakeholder engagement, communication, training, process mapping, organization design and measurement—to ensure smooth adoption at every level of a complex Federal client; supports internal and client team achieve success.

    Responsibilities:
  • Build and deploy structured implementation plans that include Stakeholder analysis and readiness assessments like persona and use-cases; Communication sequencing and messaging frameworks; Multi‑tiered training waves; Champion programs launch and sustainment; Measurement and change‑reinforcement activities
  • Identify high value use cases, address end user concerns, and guide Federal organizations through behavioral and workflow changes.
  • Provide or create repeatable process to manage the discovery process including workshops, interviews, surveys, and focus groups to understand organizational culture and readiness.
  • Develop, coordinate and deliver organizational change and Organization Design strategies and tasks – (i.e. communication strategy, playbook creation, metrics development and process mapping).
  • Track adoption metrics and adjust plans based on data and user feedback.
  • Knowledge of Microsoft 365 (Teams, SharePoint, OneDrive, Outlook, Power Platform) and Microsoft Copilot best practices.
    Qualifications:
  • MUST HAVE -15+ years leading enterprise OCM or digital transformation efforts associated
  • Proven experience delivering large scale, enterprise-wide rollout programs with structured change plans, timelines, and measurement frameworks and Organization Design – be prepared to show examples of work
  • Knowledge and artifacts that will support common challenges, best practices,
  • PROSCI certification and Experience conducting user research and post implementation assessments.
  • Previous team leadership experience and the ability to drive to successful project completion within timelines and budgets to client expectations
  • Excellent communication, facilitation, and stakeholder engagement skills that thrive in fast paced, complex, and mission driven environments.
    Education and Experience:
  • Bachelor’s Degree - Human Resources, Organizational Development, Psychology or similar (Masters preferred)
  • Change Management Certification (I.e. PROSCI, ACMP, etc.)
