Pay

$60.00 - $80.00 per hour (Depending on experience and role)

Location:

Remote, may include some travel

We are building a talent community of specialists to support upcoming capacity-building initiatives for the Office of Community Services (OCS) and the Division of Community Discretionary and Demonstration Programs (DCDDP). These pool positions are designed to ensure immediate project readiness for future federal grant-monitoring and technical-assistance awards.

Depending on your expertise, you will serve as either a Technical Advisor, providing specialized expertise, or an Analyst, supporting caseload management and programmatic operations. You will play a vital role in ensuring that federal resources drive sustainable economic growth and long-term stability in underserved and rural communities.

This position is contingent upon future grant-monitoring projects.

    Key Responsibilities
  • Provide expert technical assistance to grant recipients in specialized areas, including business planning, job creation, and rural water/wastewater infrastructure management.
  • Manage assigned caseloads of up to 40 recipient projects, providing direct oversight and monitoring of grant progress.
  • Assist in drafting high-level documents, reviewing grant applications (NOFOs), and coordinating annual panel reviews.
  • Support program data collection and analysis to strengthen project effectiveness and assist with obtaining OMB clearances for pertinent documents.
  • Conduct webinars and develop instructional materials (tip sheets, toolkits, and best-practice articles) for diverse grantee populations.
  • Draft public-facing content, including congressional reports, blogs, and program spotlights that highlight community impact.
    Requirements
  • Minimum of 2-3 years of experience in program analysis, technical assistance, or federal grant monitoring.
  • MUST have experience with Office of Community Services (OCS) program areas, specifically Community Economic Development (CED), Rural Community Development (RCD), or Affordable Housing and Supportive Services Demonstration (AHSSD).
  • Experience using federal reporting systems such as Grant Solutions, Online Data Collection (OLDC), or similar data collection tools.
  • Bachelorโ€™s degree in Public Policy, Social Work, Finance, or a related field; Masterโ€™s degree preferred.
  • Ability to translate complex federal requirements into conversational and accessible training materials.
  • Strong understanding of Section 508 compliance for all digital deliverables and public documents.
