Le'fant is a rapidly growing, CVE‑Certified, Service‑Disabled Veteran‑Owned Small Business that has built a reputation for delivering cutting‑edge management consulting services to the Federal Government. Our mission is to help government agencies transform complex processes into streamlined, data‑driven experiences that better serve the American public. As a leader in federal consulting, we partner with agencies like the Department of Veterans Affairs (VA) to modernize legacy systems, improve citizen outcomes, and embed human‑centered design into every solution. Our culture blends the rigor of a disciplined consulting firm with the flexibility of a modern, remote‑first organization. We empower our people with autonomy, continuous learning opportunities, and a collaborative environment that celebrates diverse perspectives. If you are passionate about making a tangible impact on the lives of veterans while working from anywhere in the United States, Le'fant is the place to shine. Position Overview – Remote Senior Program Manager (MCP) Le'fant, on behalf of a high‑impact federal client, is seeking an experienced Program Manager to lead a critical initiative aimed at modernizing the VA’s disability compensation claims process. This program utilizes advanced data analytics, human‑centered design, and strategic process re‑engineering to identify and implement improvements that will reduce cycle times, increase accuracy, and enhance the overall claimant experience. As the Program Manager, you will own the end‑to‑end delivery of a portfolio of interconnected projects, guiding cross‑functional teams through the full lifecycle—from discovery and requirements gathering to solution design, implementation, and post‑deployment evaluation. Your expertise in both program governance and change management will be essential to navigate the complexities of government contracting, stakeholder expectations, and large‑scale technology integration. Key Responsibilities Program Leadership – Provide strategic direction and day‑to‑day governance for a multi‑project portfolio worth $10M+ in federal funding, ensuring alignment with VA strategic objectives and compliance with Department of Defense (DoD) acquisition regulations. Stakeholder Engagement – Serve as the primary liaison between Le'fant, VA senior leadership, external contractors, and internal subject‑matter experts. Facilitate regular briefings, status updates, and decision‑making forums to keep all parties informed and engaged. Human‑Centered Design Integration – Champion a user‑focused approach by leading ethnographic research, persona development, journey mapping, and usability testing that directly informs process redesign and technology solutions. Data Strategy & Analytics – Oversee the collection, cleansing, and analysis of VA claims data, leveraging predictive modelling and visualization tools to surface actionable insights and drive evidence‑based improvements. Risk & Issue Management – Proactively identify, assess, and mitigate program risks, implementing robust contingency plans and escalation pathways to minimize impact on schedule, cost, and performance. Budget & Financial Stewardship – Manage program budgets, track expenditures, and ensure fiscal accountability in accordance with federal cost‑allowable guidelines and audit requirements. Schedule & Performance Management – Develop detailed Integrated Master Schedules (IMS), monitor key performance indicators (KPIs), and drive corrective actions to keep the program on track. Change Management & Communication – Design and execute a comprehensive change management plan, including stakeholder communication strategies, training programs, and adoption metrics to support agency‑wide transformation. Contract & Vendor Oversight – Coordinate with procurement teams and external vendors, ensuring deliverables meet quality standards, contractual obligations, and federal acquisition regulations. Reporting & Documentation – Produce high‑quality program artifacts such as charter documents, status reports, risk registers, lessons‑learned registers, and executive dashboards. Essential Qualifications Master’s degree in Business Administration, Public Administration, Information Systems, or a related field or a minimum of 10 years of progressive, relevant experience in lieu of a graduate degree. At least 10 years of proven experience in program and project management within complex, multi‑stakeholder environments, preferably in federal government or large‑scale public sector settings. Project Management Institute (PMI) Project Management Professional (PMP) certification is mandatory. Demonstrated success leading enterprise‑wide change initiatives and strategic communication programs for government agencies, especially the Department of Veterans Affairs. Deep familiarity with the Software Development Life Cycle (SDLC), Agile, and Waterfall methodologies, and the ability to tailor the approach to the specific needs of each project. Extensive experience managing projects that leverage healthcare data, including understanding of HIPAA, FISMA, and other federal data security standards. Proven ability to develop and manage budgets exceeding $10M, with a track record of delivering on cost, schedule, and performance objectives. Exceptional written and verbal communication skills, with the ability to translate technical concepts into clear, compelling narratives for senior executives and non‑technical audiences. Strong analytical mindset, capable of synthesizing large data sets, drawing insights, and driving evidence‑based decision making. Preferred Qualifications & Additional Skills Experience with the VA’s Veterans Benefits Management System (VBMS) or similar claims processing platforms. Certification in Lean Six Sigma, Agile Scrum Master, or a related process‑improvement methodology. Background in human‑centered design, service design, or user experience (UX) research. Familiarity with federal acquisition regulations (FAR) and the Joint Capabilities Integration and Development System (JCIDS) process. Prior experience working in a remote or distributed team environment, demonstrating high self‑discipline and effective virtual collaboration. Veteran status or direct experience working with veteran service organizations is highly valued. Core Competencies for Success Strategic Thinking – Ability to see the big picture, anticipate future challenges, and align program outcomes with overarching VA mission goals. Leadership & Influence – Strong people‑management skills, capable of motivating cross‑functional teams, building consensus, and driving accountability. Risk‑Focused Decision Making – Skilled at risk identification, analysis, and mitigation, ensuring program resilience. Data Literacy – Comfortable working with large, complex data sets, employing statistical tools and data‑visualization platforms to inform strategy. Communication Excellence – Mastery of executive‑level presentations, written reports, and stakeholder briefings. Adaptability – Thrive in a fast‑changing environment, quickly adjusting plans to accommodate new information or policy shifts.
