Join the Residential Facilities Ombudsman (RFO) Program—a small, mission-focused team serving Oregonians with developmental disabilities and mental health conditions living in more than 3,300 licensed group and foster homes statewide. This part-time role offers meaningful work, flexibility, and the opportunity to uplift the voices of some of Oregon’s most vulnerable residents. What You’ll Do As the RFO Resident Hearings Representative, you will advocate for residents during administrative hearings and ensure their rights are upheld. These hearings usually relate to a move out notice a service provider issued the resident. In this role, you will: Represent residents in administrative hearings and help them understand their options. Review notices and case information for legal sufficiency. Prepare hearing plans and case strategies aligned with each resident’s goals. Analyze statutes, rules, and evidence related to complex DD, MH, and Medicaid issues. What We Are Looking For Minimum Qualifications: Five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level. Experience must include working in an administrative hearing or contested case environment. College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years. Desired Attributes: We are looking for candidates who can demonstrate: Experience preparing for, participating in, or supporting administrative hearings, including evidence review, case preparation, issue identification, and post-hearing documentation or follow-up. Experience advocating for individuals with disabilities using culturally responsive, trauma-informed, and person-centered approaches. Ability to interpret statutes, rules, and evidence; identify key legal and procedural issues; and make sound, well-reasoned recommendations. Skill in gathering, organizing, and evaluating information from interviews, documents, and other sources to identify relevant facts. Ability to explain complex information clearly and write logical, well-supported reports. Ability to work respectfully with residents, families, providers, and state partners, maintaining professionalism in sensitive or challenging situations. Additional Details This recruitment is for one limited duration, part-time, AFSCME-represented Compliance Specialist 3 position, and may be used to fill future vacancies.
