General Description: General Description The Data Analyst & Auditor builds, develops and maintains data models, reporting systems, data automation systems, dashboards and performance metrics to inform data-based business decisions. The employee serves the HRIS team, Department of Human Resources and Talent Management, and Chesterfield County Public Schools providing leadership, advisement, analytics, reporting, support, and training, regarding HR data and people analytics. They ensure data accuracy and policy alignment for all reports, presentations and deliverables using HR Data, including internal and external data requests. To meet evolving HR data needs, this employee serves as an expert, leader, and regular advisor regarding data updates and modifications across all HR Systems. This employee develops and implements change management and internal auditing procedures and tools to ensure data integrity throughout the HRIS. The incumbent uses initiative to devise solutions and improvements to these systems. Job Description: Essential Job Functions: Build, develop and maintain data models, reporting systems, data automation systems, dashboards, and performance metrics to inform key business decisions. Analyzes and defines data requirements, creates and maintains employee information systems reports using report generating software for use in various applications. Initiates communication with internal and external stakeholders to ensure data reporting needs are understood and standards for deliverables are defined, agreed upon, and met. Ensure accuracy of data and alignment with policies and processes for all deliverables. Develop data reports, summaries, and presentation materials for HR Leadership. Presents to stakeholders both electronically and in person, clearly articulating findings, assumptions, suggestions, and practical applications of the data. Lead cross-functional projects using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities. Maintain general knowledge of all HR processing areas to provide the best data, analytics, and reporting for all requests. Develop and implement change management processes to ensure data integrity, meet regulatory requirements and organizational quality standards and expectations. Design and develop an internal audit schedule for all levels of the HRIS to ensure data accuracy and compliance. Prepares reports on the findings of internal audits. Coordinates process changes and responses to external audit recommendations Investigates and resolves issues related to HRIS data. Collaborates with analysts and application managers to ensure accuracy and security for data imports and exports between various HRIS systems. Serve as a secondary system administrator to the other HR Analysts. Assists with the evaluation of and purchase process of some replacement HR systems. Assists with the organization of evaluation review committees and focus groups. May serve as department liaison with software vendors. Serves as a member of the HRTM/HRIS team to improve processes and system integrations. Serves as a member of the HRTM/HRIS team to advise and answer questions regarding processes, best practices, updates, and troubleshooting the different HRIS systems. Supports whole department initiatives such as job fairs. Performs other related duties as required. Budgetary Responsibility: N/A Report Preparation: Prepares reports as required. Equipment Operation: Utilizes a personal computer, general office equipment, and equipment related to the assigned area. Contacts: Contact with internal and external personnel at all levels. The employee must possess normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work Environment: The employee regularly works in an office setting. The noise level is quiet to moderate. Qualifications: Preferred Qualifications/Knowledge/Skills/Abilities: Bachelor's Degree or Certification in Data Analytics & Science, Computer Science, or a related field; or a combination of four years of experience in data analytics, data science, database management, and project management. Demonstrated ability to use data to identify internal and external trends based upon benchmarking information. Understanding of and experience using analytical concepts and statistical techniques: hypothesis development, designing tests/experiments, analyzing data, drawing conclusions, and developing actionable recommendations for business units. Working knowledge developing, maintaining, and documenting change management practices. A team player who demonstrates an understanding of the need to share and work with others to achieve common goals Demonstrated ability to make decisions, plan and organize work, and work independently. Demonstrated ability to communicate effectively, orally, and in writing with employees at all levels of the division. Demonstrated commitment to improving professional competence. Working skills in the use of technology to support job functions; such as Google, Word, PowerPoint, Excel, and web-based resources for professional development and communication. Must hold a valid Virginia Driverβs license. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy. Desired Qualifications/Knowledge/Skills/Abilities: Ability to plan and organize projects in a team environment. Experience with HRIS/HCM management, analytics, and auditing. Experience using data to develop presentations and infographics using the appropriate software tools (Google Slides, PowerPoint, Canva) Knowledge of data scripting languages: SQL, R, Ruby, etc. Knowledge of data visualization tools: Tableau, Raw, chart.js, etc. Knowledge of data mining principles: predictive analytics, mapping, collecting data from multiple data systems and sources. Knowledge developing, maintaining, and documenting data auditing processes and standard operating procedures. Experience related to professional training.
