Job Description

A statewide Criminal Justice Information System initiative is focused on improving collaboration and information sharing among agencies responsible for criminal justice operations. The goal is to enhance how agencies communicate, manage, and analyze data related to crime and criminal offenders.

As part of ongoing Criminal Justice Information Sharing initiatives, the organization is developing an Analytics platform designed to help leadership and policy committees analyze criminal justice data and support informed decision-making related to laws, policies, and public safety programs.

The project team is seeking a SQL Database Developer/Administrator responsible for transforming and managing data across multiple systems. The consultant will work closely with the existing SQL DBA, business stakeholders, infrastructure teams, source data owners, and analytics teams.

    Scope of Work / Key Responsibilities Database Development & Administration
  • Review and implement database schema design changes for application releases.
  • Develop and maintain Views, Stored Procedures, Triggers, and Functions.
  • Administer and support multiple databases across development, testing, and production environments.
  • Support database upgrades, migrations, and related database projects.
    Database Maintenance & Performance
  • Perform database maintenance activities, including:
  • Table reorganizations
  • Index rebuilds
  • Query performance optimization
  • Troubleshoot database performance issues related to indexes, constraints, triggers, and keys.
  • Provide database design recommendations from a performance perspective.
    Data Integration, Analytics & Reporting
  • Work with the Microsoft BI Stack, including:
  • SQL Server Reporting Services (SSRS)
  • SQL Server Integration Services (SSIS)
  • SQL Server Analysis Services (SSAS)
  • Develop and support ETL processes.
  • Build Power BI dashboards and reporting solutions.
    Operations & Support
  • Provide day-to-day operational support and troubleshooting.
  • Work in a high-intensity, multi-application environment.
  • Participate in 24×7 on-call support when required.
    Testing & Development Lifecycle
  • Perform unit testing of database components.
  • Collaborate with QA teams during System Testing and UAT.
  • Ensure compliance with Software Development Methodology (SDM) processes.
    Standards & Compliance
  • Ensure alignment with criminal justice industry standards and data exchange frameworks.
  • Support coordination between state agencies and information services organizations.
    Required Skills & Experience
  • 5+ years of experience in Microsoft SQL Server development and administration.
  • Experience with Windows Server 2019/2022 and SQL Server 2019/2022.
  • Strong expertise in:
  • SQL Server Reporting Services (SSRS)
  • SQL Server Integration Services (SSIS)
  • SQL Server Analysis Services (SSAS)
  • Experience with ETL processes and data transformation.
  • Experience building Power BI dashboards.
  • Strong SQL development skills including:
  • Stored Procedures
  • Views
  • Triggers
  • Functions
  • Experience with database performance tuning and query optimization.
  • Experience with PowerShell or Windows shell scripting.
    Preferred Skills
  • Experience with structured development methodologies (RUP preferred).
  • Experience with database design tools such as ERWIN or Embarcadero.
  • Experience with ETL tools such as CONNX.
  • Knowledge of Business Continuity Planning, Disaster Recovery, and database resiliency strategies.
