Our Strategic Program Manager, Office of the CIO ("OCIO"), supports the Director OCIO by managing operational, financial, governance, performance management, and vendor management activities. Ensures the CIO’s priorities are executed with precision by coordinating forums, driving initiatives, and facilitating communication such as IT & business-facing reviews. Acts as a connector between IT, Finance, Procurement, Strategy and business partners, driving accountability and measurable business value from technology investments.

Location: strong preference for flexible hybrid location (onsite Meridian Idaho campus, and local work-from-home); there may be opportunity for fully remote work within a mutually acceptable location. #LI-Remote; #LI-Hybrid Primary responsibilities: • Coordinate and facilitate IT governance forums, leadership meetings, and enterprise reviews. • Develop and maintain consistent governance documentation, decision logs, and follow-up actions. Ensure activities are in compliance with organizational policies and relevant external regulations.

• Support IT financial governance, including budgeting, forecasting, accruals, and variance analysis. • Assist in developing and maintaining financial models for IT bolthires allocation. • Build and maintain dashboards for IT spend, service-level bolthires drivers, and performance metrics. • Partner with Finance and IT leadership to optimize spend and drive financial accountability. • Support vendor management activities, including vendor QBRs, performance tracking, portfolio rationalization and compliance. • Maintain vendor scorecards and support contract creation, renewal and escalation processes.

• Coordinate quarterly business reviews (QBRs) with IT leadership and business units, summarizing IT performance, service levels, and value realization. • Track action items and improvement commitments from QBRs and governance forums. • Produce executive dashboards and monthly CIO scorecards for leadership and board reporting. Oversees the performance measurements and ensures action plans are in place as needed. • Evaluates effectiveness by collecting and analyzing data in support of key performance metrics.

• Promote consistent messaging and transparency regarding IT performance and financial stewardship. • Lead cross-functional projects and delegate work products. • Provide guidance, coaching, and training to other employees within job area. Required

Education: Bachelor’s Degree or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college) Required

Experience: 5/+ years’ experience managing enterprise-level programs, strategic initiatives and cross-functional projects within technology or business transformation environments.

Experience should also span: • Knowledge of IT governance, service delivery, bolthires models, vendor ecosystems and compliance standards. • Financial modeling and bolthires analysis. • Data analytics and dashboard development. • Strong vendor management and negotiation skills. • Excellent stakeholder engagement, facilitation, and communication skills. • Ability to manage multiple priorities and drive alignment across teams. • Highly organized, analytical, and results-oriented. • Document writing and repository management.

• Works independently under limited supervision. • Problems typically require analysis and judgment to resolve. As of the date of this posting, a good faith estimate of the current pay range is: $106,762 - $160,144. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, internal equity, geography, business or organizational needs, and alignment with market data.

Compensation decisions are dependent on factors and circumstances at the time of offer.
