Job Description
Community Health Choice is seeking a qualified and experienced financial professional to assume a pro bono role as a member of our Board’s Budget and Finance Committee’s Investment Subcommittee (“Subcommittee”) in an Advisory capacity. This position does not serve on the Board of Directors; Therefore, it has no formal legal or fiscal responsibilities.
The individual will play a vital role in helping to strategically guide Community’s investment oversight and financial stewardship. The ideal candidate will have a solid understanding of institutional investment and governance oversight practices to support Community’s investment strategy and execution involving fixed income, equities and other investments such as private equity. It would be beneficial if the individual possessed working knowledge of the Texas Department of Insurance (“TDI”) investment and risk-based capital regulatory framework as well as the Texas Public Funds Investment Act.
This is a pro-bono position for individuals interested in contributing their time and expertise to support a meaningful mission and ensure sound investment practices for a nonprofit entity.
Key Responsibilities
The Advisory Member will actively participate in the Subcommittee in an oversight function through the following Subcommittee activities:
1. Investment Oversight & Monitoring:
· Review and evaluation of the performance of Community’s investment portfolio on a periodic basis.
· Analyze investment reports and advise on performance metrics, benchmarks, risk tolerance and assessments.
· Compliance of investment processes with objectives and policy constraints.
2. Strategic Guidance & Compliance:
· Review capital market assumptions, risk appetite, and the impact of economic conditions on investment strategy.
· Assessment of strategic alignment between the investment strategy and Community’s mission, healthcare focus, and long-term sustainability.
· Analyze Community’s compliance with the Investment Policy Statement (IPS).
· Annual review and amendment of the IPS, ensuring alignment with current market conditions and applicable laws.
· Evaluate Community’s compliance with TDI regulations and its Investment Policy and Guidelines.
3. Manager Selection & Due Diligence:
· Participate in the search, evaluation, and interview of prospective investment managers or advisors.
· Selection of third-party managers, custodians, and investment vehicles.
4. Market & Economic Analysis:
· Review of economic trends and their potential impact on investment strategy.
· Review and recommend asset allocation and rebalancing strategies based on market outlook and organization risk tolerance.
The Advisory Member’s participation will also include the following:
· Attend and actively participate in quarterly I Subcommittee meetings
(virtual or in-person).
· Review meeting materials in advance and contribute meaningfully to discussions and decision-making.
· Collaborate with fellow Subcommittee members, executive leadership, and consultants in a collegial and constructive manner.
Qualifications
Professional experience in finance, investment management, financial advising, institutional portfolio oversight, or related fields; Familiarity or expertise with:
· Prior or current service on nonprofit boards or investment committees (preferred but not required).
· TDI regulations on permitted investments.
· Private equity and alternative investments.
· The Texas Public Funds Investment Act.
· A Chartered Financial Analyst (CFA), Certified Financial Planner (CFP), or similar designation is highly desirable.
· Strong ethical standards and alignment with the mission and values of a nonprofit healthcare organization.
Time Commitment
· At least four (4) quarterly Subcommittee meetings (remote or in-person attendance for 2-3 hrs.) and review of meeting materials distributed in advance of meetings. .
· Availability for ad-hoc meetings or reviews (1-2 hrs.), when necessary, especially during the annual IPS review or manager search periods.
Compensation
