JOB DESCRIPTION
The Federal Reports Financial Analyst supports the Medicaid Enterprise Data Warehouse (MEDW) by ensuring accurate, timely, and compliant financial reporting to state and federal agencies. This role bridges financial analysis, Medicaid program knowledge, and data warehouse operations. The analyst works closely with finance teams, data engineers, data governance teams, and business stakeholders to validate federal reporting data, monitor financial performance, and ensure adherence to CMS requirements.
Key Responsibilities Federal Reporting & Compliance Prepare, validate, and submit required federal Medicaid financial reports (e.g., CMS-64, CMS-21, T-MSIS financial components, Budget/Expenditure reports). Ensure all submissions align with CMS guidelines, state regulations, and reporting calendars. Review data quality and completeness across MEDW financial datasets before federal submission. Support audits, federal inquiries, and corrective action plans related to financial reporting. Financial Data Analysis Analyze Medicaid expenditures, claims data, encounter data, eligibility/coverage categories, and provider payments to ensure proper classification for federal claiming.
Identify anomalies, variance trends, or reconciliation gaps in financial reporting data. Produce dashboards, summaries, and variance analyses for leadership review. Collaborate with actuarial teams, budget analysts, and Medicaid finance operations to validate financial results. Data Warehouse Support Work with MEDW teams to define and validate financial data requirements for federal reporting datasets. Partner with ETL/Data Engineering teams to ensure accurate mapping from source systems to the warehouse.
Participate in data quality checks, reconciliation activities, and user acceptance testing for financial reporting enhancements. Ensure financial reporting logic is documented, traceable, and audit-ready. Stakeholder Communication Act as a liaison between Medicaid Finance, Program Integrity, IT, Data Governance, and Analytics teams. Communicate reporting issues, findings, and recommendations to leadership in a clear, non-technical manner. Support training and documentation for financial reporting processes.
Technical Skills & Qualifications Required Qualifications Bachelor's degree in finance, Accounting, Economics, Data Analytics, or related field. 3–7 years of experience in financial analysis, accounting, or government financial reporting. Experience with Medicaid or other healthcare/insurance finance. Working knowledge of CMS reporting requirements, such as CMS-64 or federal claiming rules. Strong understanding of financial data structures, reconciliations, and data validation. Proficiency with SQL, Excel, and financial reporting tools.
Ability to interpret complex financial and programmatic data. Preferred Qualifications Experience working with data warehouses or large-scale financial data systems (preferably MEDW/MODS/MECL). Knowledge of T-MSIS reporting, Medicaid managed care financial flows, or state/federal matching requirements (FMAP). Experience with enterprise reporting tools (Power BI, Tableau, Cognos). Familiarity with data governance, metadata management, or data quality frameworks. CPA, CMA, or other finance/data certification is a plus.
