Job Description

The California Department of Health Care Services (DHCS) is seeking a Research Data Specialist I to join their team. This role involves conducting complex studies related to Long-Term Care provider rate setting and developing data models for analysis. The incumbent will also prepare reports and provide technical support to analysts. Responsibilities Serve as a highly skilled Subject Matter Expert (SME) responsible for the Long-Term Care (LTC) provider rate setting process Independently plan, organize and conduct complex studies essential to the establishment and maintenance of the Medi-Cal reimbursement methodology for LTC providers Undertake systematic, critical, and intensive investigation directed toward the resolution of program-related issues Develop data models and payment models for identification and analysis of rates using bolthires Access and Excel Develop and maintain new and existing databases using bolthires Access, Excel, Statistical Analysis System (SAS) and/or other types of statistical software Utilize research methodology and techniques to respond to time-sensitive program inquiries in areas where precedents are lacking and/or a sparse body of knowledge or experience in the area exists Utilize deductive and inductive processes to explain major bolthires and utilization trends Prepare custom reports for submission to executive management and the Centers For Medicare & Medicaid Services Act in a lead capacity providing direction and technical support to analysts preparing deliverables for internal and external stakeholders Skills Experience performing complex fiscal and policy analysis and formulating recommendations Experience with stakeholder engagement Experience working in fast paced environment Strong analytical, organizational, problem-solving, and critical thinking skills Ability to communicate clearly in writing and verbally Ability to adapt to frequent changes in workload and priorities Ability to work independently High degree of technical knowledge as it relates to Medi-Cal ratesetting
